Gunakan OSS untuk Pemberdayaan Desa


Penerapan peranti lunak sumber terbuka atau open source software (OSS) pada administrasi pemerintahan, pendidikan, dan layanan umum, pemberdayaan dan pelayanan dapat selenggarakan dengan murah dan antimacet.

Salah satu daerah yang menerapkan OSS adalah Kabupaten Jembrana. Pengembangan sistem berbasis Teknologi Informasi dan Komunikasi (TIK) di seluruh Jembrana dimulai pada tahun 2001. Mereka mengembangkan sistem pemerintahan desa yang disebut dengan Jimbarwana Networking (J-Net) yang menjaring 129 sekolah, 51 kantor dinas, dan 64 desa adat. Pembangunan sistem itu melahirkan layanan pemerintahan-elektronik (e-government) di kabupaten termiskin di Propinsi Bali ini sehingga dapat dilakukan efisiensi anggaran dan efektivitas layanan.

Selain itu J-Net, ada layanan J-SIDIK (Jembrana Satu Identitas Kesehatan) menggabungkan antara kartu JKJ, kartu rumah sakit dan kartu Askeskin. Jika selama ini para penduduk memiliki banyak kartu, dengan adanya penyatuan dari berbagai kartu tentunya banyak efisiensi yang bisa didapat. Kartu J-SIDIK ini juga akan mampu melihat rekam medis (medical record) para pasien di semua PPK yang ada. Dengan kartu ini akan terlihat penyakit apa saja yang pernah diderita si pasien, apa diagnosenya serta bagaimana penanganannya oleh paramedis sebelumnya. Layanan elektronis lainnya antara lain Kantor Maya (Kantaya), kunci akses Sidik Telapak Tangan (Handkey), akta sidik jari, Sistem Informasi Administrasi Kependudukan (SIAK), Jaminan Kesehatan Jembrana (JKJ) Online, Sistem Informasi Manajemen Akuntansi Daerah (SIMAKDA) dan Telecenter atau Info Banjar.

Penerapan TIK ini menjamin terselenggaranya urusan administrasi dan layanan publik yang efisien. Dampak positifnya adalah turunnya jumlah warga miskin dari 12.800 orang tahun 2003 menjadi 5.042 orang tahun lalu.

Migrasi ke OSS juga relatif lebih mudah. Untuk membantu instansi dan daerah ke OSS, Ristek telah menyiapkan 8 dokumen aplikasi gratis. Dokumen itu adalah Bahasa Pemrograman Open Source, Perangkat Lunak Bebas dan Open Source, Petunjuk Instalasi IGOS (Indonesia Go Open Source), Aplikasi Perkantoran Openoffice.org, Konfigurasi Server Linux, Aplikasi untuk Server, Sistem Manajemen Konten (CMS), Sistem Manajemen Basis Data dengan MySQL.

Di Kabupaten Cilacap kebijakan serupa tengah dilaksanakan. Sayang, Pemkab Cilacap tidak memiliki komitmen dan visi yang kuat pada rakyat. Proyek E-goverment hanya dijadikan proyek semata sehingga keuntungan hanya dapat dimanfaatkan oleh penerima tender dan kong-kalikong pemberi proyek. Setiap desa ‘dipaksa’ menganggarkan 48 juta untuk belanja TIK. Milyaran rupiah telah diinvestasikan untuk program ini tetapi, semuanya belum dapat dinikmati manfaatnya oleh rakyat. Karena itu, Pemkab perlu melakukan evaluasi total terhadap pengembangan teknologi informasi. Teknologinya benar, tetapi tujuan dan pengelolaannya tidak mendukung terselenggaranya pelayanan publik yang efektif dan efisien. TIK hanya dijadikan kedok upaya memperkaya diri segelintir orang.

Jika OSS dimanfaatkan dalam Simpemdes seperti di Jimbarwana Networking maka anggaran TIK makin efisien. Sistem operasi propertary seperti windows juga tidak menjamin sistem akan berjalan dengan baik. Banyak gangguan jaringan dan virus yang akan dihadapi. Lewat OSS jumlah dana yang dikeluarkan kecil, maka warga dapat membiayainya dengan sistem swadaya. Jika Pemkab memaksakan kehendak untuk memotong ADD 48 juta untuk Simpemdes, apakah ini kebijakan yang baik?
